Rayner, who commences her new role in October, joins CNN's London bureau to head and strengthen the team during its expansion of news output.
She joins from Channel 4 News, where she was most recently senior foreign editor.
"The rapid and sustained expansion of CNN International's feature programming unit in London has necessitated a strengthening of the management team overseeing the editorial direction and production process," said Mike McCarthy, CNN International's vice president of coverage and feature programming.
"One of the keys to our success in the future is harnessing the incredible reach of CNN International’s resources to create new and engaging multi-platform programming for an increasingly diverse and sophisticated audience."
