Martin's new role includes writing a weekly European political analysis column and blog, which will run in both print and online. He will also oversee the development of the Weekend Journal, a Friday section focusing on lifestyle and the arts.
Last year Martin was appointed as head of the UK Telegraph's comment and community sections across all platforms.
Prior to this he was assistant editor and deputy editor of the Sunday Telegraph. Before joining the Telegraph in 2006, he was editor of both the Scotsman and Scotland on Sunday.
