Lewis joins the Sunday Telegraph from the Mail on Sunday, where he worked for 16 years, most recently as Whitehall and security editor. He was previously chief investigative reporter.
He won the Specialist of the Year category in the 2010 British Press Awards.
Lewis said: "The Mail on Sunday has given me great support and enormous opportunities to pursue an incredible range of stories, but I am now looking forward to the new challenges ahead on the Sunday Telegraph."
