Mr Francis will be responsible for developing new and existing company websites in collaboration with IPC editors.
Previously, Mr Francis worked for AOL UK and AOL Europe as senior designer and senior manager.
Mr Francis said: "I am looking forward to working with everyone at IPC to create web standards based designs and great user experiences for their many sites."
