Mr Smartt was a BBC TV correspondent for 20 years before he helped develop the corporation's web services. He left his role as editor-in-chief last year.
Dedicating the award to the staff, Mr Smartt praised the team who had worked with him on the site.
"They wanted to get involved because they could see the potential of this new platform to provide news. Not everyone in the BBC could see that," he said.
