The US Senate and the House of Representatives have passed a bill allowing webcasters to pay a percentage of their revenues as a royalty rate to copyright owners.

Previously, a pence-per-play system was in operation, implemented by the Copyright Arbitration Royalty Panel (CARP), a committee set up by the Copyright Office to tackle this issue.

This week sees a revised version of the bill; The Smallwebcaster Settlement Act, which overrides the CARP decision made in the spring.

The bill, which was unanimously passed, will facilitate a revenue stream for webcasters before they are required to pay royalties.

This will provide smaller webcasters more financial freedom and greater profit, as opposed to charging them the same rates for stations such as AOL and Yahoo! as CARP originally decided.
