Under the directive, unsolicited emails can only be sent with 'prior consent' or where there is an existing customer relationship.
Cookies and other tracking devices on web pages will have to be clearly signposted so people have a choice about whether their online activities are monitored.
The plans have come under fire because of their failure to tackle the issue of spam originating from outside the European Union.
