Poynter has a detailed how-to which explains how you can use Geocommons to present data on a map. Based on the example given in Poynter's guide, the platform seems to be particularly useful for enabling you to show information by regions when you have only more specific data, such as in this case, addresses.

The post also explains how to either produce the final map in Geocommons or modify it further in Google Fusion Tables.
