He will also take on the role of deputy managing director of Mail Newspapers group, a press release from publisher Associated Newspapers said.
Most recently Rich was in charge of Emap's lifestyle magazines and advertising divisions.
He has previously worked as managing director of Emap Performance and FHM Worldwide, and was president of Emap Metro in New York and head of Emap Australia in Sydney.
He will take up his new position next month.
