Mr Harris, who has previously worked for Men's Health and was contributing editor at New Woman for two years from 2000 to 2002, will takes up his new position on November 1.
He will replace Jane Carter, who is to leave IPC to pursue a career in golf consultancy.
Mr Harris said: "I am delighted to be leading the Golf Monthly editorial team into what is sure to be one of the most challenging and exciting periods in the magazine's long and illustrious history."
