Mr Coles, who takes up his new position on September 25, replaces Natalie Bell, who will become publisher of What's on TV and TV easy.
He joins IPC after working for Highbury House Communications, where he was publishing director responsible for Front and Hotdog.
Mr Coles said: "This is a really exciting time to be publishing some of IPC Media's biggest brands and ensuring their continued success.
"TVTimes has just had a high-profile relaunch and TV&Satellite Week is brilliantly placed to take advantage of the forthcoming digital TV switchover. And with Soaplife writing about the biggest stars of some of the biggest shows on UK TV, I can't wait to be able to legitimately talk about great telly all day at work!"
