It says it is seriously concerned with their safety, because of the assassinations of three journalists in Colombia earlier this year.
The most recent case is that of radio journalist Emeterio Rivas, who was shot to death by unidentified gunmen on 7 April in Barrancabermeja, north of Bogotá.
The names of the 16 journalists currently under threat have appeared on two separate lists as assassination targets. One list comes from the left wing Revolutionary Armed Forces of Columbia (FARC), and another from the right-wing paramilitary group AUC.
Two journalists on the AUC list have already been assassinated despite one of them being under police protection.
