In his new role, Spencer will work at the TMG's new bureau in Dubai, with responsibility for the Gulf region.
He will work with TMG staff in Jerusalem and London in order to improve the Telegraph's coverage in the Middle East.
Prior to taking up this post, Spencer was the newspaper's Beijing correspondent for six years.
