Mr Freeman joins the agency after eight years at the BBC where he helped launch BBC News Online.
He also worked as technology manager on the corporation's nations and regions project, developing newsgathering tools for mobile and broadband platforms as well as audio and video streaming.
In his new role at PA, Mr Freeman will help develop the group's multimedia services including video, images, text and graphics for mobile and internet platforms, with responsibility for new technology and product delivery.
"This is a key appointment, as the growth of our business requires us to hire talented people who understand the medium and can help to plan the creation and delivery of multimedia products," said Asha Oberoi, PA's head of multimedia.
"We specialise in interpreting the complexities of the internet into compelling multimedia products, tailored for universal appeal."
