Web users voted on more than 60 blogs across six categories including Asia, Africa and the Middle East, Europe and the Americas.
Iran has developed a large blogging community and was given its own category, eventually won by Mojtaba Saminebad. Mr Saminebad was recently sentenced to two years in prison for blogging in support of Iran's pro-democracy movement.
Jay Rosen was voted winner in the Americas category for his influential PressThink blog on media and free expression online.
